Something I have not seen mentioned that worked for me was that inteceptor was hard to kill until I started out 40KM or so from him and opened up with my caracal's 3 heavy missile launchers, the NPC then closed range with a microwarp drive active....

IMHO... one pirate should not be able to easily trap another... It's fine "as is" and by design. In other words its called balance. If you don't like balance then leave eve. I've see Pirates effectively not get scrambled because they were faster...
